Los Prefectos se posesionarán ante la primera autoridad judicial de la capital de la Provincia; y si hubiere dos o más jueces, ante el primero de lo civil. En casos graves y excepcionales pueden posesionarse ante cualquiera autoridad que ejerza jurisdicción, o ante dos testigos.
El Secretario y subalternos, ante el Prefecto.
