El Gobierno apropiara en el Presupuesto las partidas que sean necesarias para la realización de las obras que se prescriben en el Artículo 1º, tomándolas de la partida destinada a Edificios Nacionales; caso de no ser incluidas en el Presupuesto, queda facultado para abrir los créditos adicionales necesarios.
