Art. 2.° Los mencionados Prefectos ejercerán en sus Territorios las mismas funciones atribuidas a los Presidentes o Gobernadores de Estado por el antedicho decreto de 2 de Octubre de 1869, y considerarán, para la juiciosa aplicación de las reglas establecidas, los Territorios, Corregimiento, y caseríos, como Estados, Provincias y distritos, respectivamente, a fin de que haya homogeneidad en los procedimientos administrativos y de que sirvan para los cuadros los modelos ya distribuidos.
