Las declaraciones exigidas en el artículo 2º serán revisada en cada Administración Principal de Hacienda, por el Administrador de Hacienda respectivo o por los empleados designados por éste y el capital gravable de cada persona será determinado por el mencionada Administrador, tomando como base la declaración del contribuyente y toda otra información que pueda obtener y que haya sido plenamente comprobada.
