Artículo 5.Competencia funcional en materia de agua y saneamiento básico. Durante la vigencia del decreto de Declaratoria de Conmoción Interior el Ministerio de Vivienda, Ciudad y Territorio podrá estructurar y ejecutar proyectos de agua y saneamiento básico que tengan por objeto garantizar la continuidad en la prestación efectiva de estos servicios a la población que se haya visto afectada por los hechos que originaron la declaratoria del estado de conmoción o sus efectos.
