Ningún crédito adicional que se abra de acuerdo con esta Ley podrá invertirse en objetos que hubieren sido expresamente negados por el Congreso cuando se votó la Ley Apropiaciones a menos que la aprobación del Congreso para tales gastos se haya obtenido con anterioridad a la apertura del crédito. Tampoco podrán los dichos créditos emplearse en aumentar los sueldos y otras formas de remuneración fijadas por la Ley anual de Apropiaciones.
