Para dar cumplimiento a las convenciones sanitarias a que Colombia está suscrita, la Nación reconoce como de imperiosa necesidad la provisión de agua potable en abundancia a la ciudad de Cartagena y resuelve auxiliar a dicha ciudad en la construcción de la obra del acueducto.
