Art. 2.° Para la distribución exacción y recaudación de la contribución expresada, nómbrase como Agente fiscal al señor Julio Betancourt y se le inviste de todas las facultades necesarias, pudiendo emplear contra los deudores morosos de la contribución, las medidas coercitivas que permite el derecho de la guerra. El Agente fiscal deducirá á su favor de las sumas que recaude el diez por ciento por vía de remuneración y para gastos de oficina y pago de los recaudadores subalternos que tenga á bien nombrar.
