En el presupuesto de gastos de 1945 y en los presupuestos subsiguientes se incluirán forzosamente las partidas que se consideren suficientes hasta por la suma de tres millones de pesos ($ 3.000.000.00) para el dragado, rectificación, ensanchamiento, etc., del canal del dique, hasta dejarlo navegable en toda época.

El Gobierno queda facultado para realizar todas las operaciones financieras que sean necesarias para dejar debidamente concluida la obra que por este artículo se ordena.
