º. El Instituto Colombiano del Deporte, Coldeportes, establecerá la tarjeta del "Deportista Emérito" que será otorgada en la categoría Oro, exclusivamente a las glorias del deporte colombiano, de conformidad con el reglamento que para tal efecto expida el Gobierno Nacional. El titular de la tarjeta tendrá derecho al libre acceso a los eventos, certámenes y torneos deportivos o recreativos que se realicen en el país y a los demás usos y preferencias que se concedan a sus titulares en el reglamento que se expida.
