Este decreto rige a partir del 1º de julio de 2001, previa su publicación, salvo el numeral 1 del artículo 44 del presente decreto, el artículo 45 y los numerales 1.3, 1.4 y 1.5 del artículo 48 del presente decreto, los cuales entrarán a regir a partir del 1º de enero de 2002.
