Las disposiciones de esta Ley no rigen respecto de los empréstitos de Tesorería destinados a mantener la regularidad en los pagos y que se cubren en el curso de una vigencia fiscal, siempre que la cuantía de tales empréstitos no alcance en conjunto a más de cinco por ciento (5 por 100) de los ingresos ordinarios de la entidad prestataria,
