El Ministerio de Educación Nacional editará una cartilla de cooperativismo, con destino a la Biblioteca Escolar Colombiana, para cuya redacción abrirá un concurso; y comprará los derechos de autor al concursante que elabore el mejor proyecto, tomando la partida necesaria para ello de la estipulada en el artículo 2°.
