Las disposiciones del artículo anterior se refieren únicamente al servicio de legalizaciones; no se extienden a la legalidad de los pagos en referencia ni al examen y fenecimiento ó glosa de las respectivas cuentas. Tienen por objeto la saludación y eliminación de la cuenta de gastos por legalizar de vigencias anteriores, y la saludación de los capítulos del Presupuesto de 1905.
