La Nación (Ministerios y Departamentos Administrativos) y los Establecimientos Públicos del orden nacional que pretendan efectuar compras de bienes en el exterior a través de licitación, deberán informarlo a la Secretaría General de la Presidencia de la República, mediante el envío de un ejemplar del correspondiente pliego de condiciones autenticado por el Jefe del Organismo.
