La Asamblea Nacional Constituyente funcionará en la capital de la República, desde la fecha que el Gobierno señale dentro de los sesenta días a partir del receso ordinario del Congreso. Este elegirá el personal que le corresponde, antes de terminar sus sesiones, y el resto se designará dentro de los treinta días subsiguientes.
