Además de las sumas para el servicio del empréstito, el gobierno incluirá una partida de cuatrocientos mil pesos (4400.0000), en cada uno de los presupuestos para 1936,1937 y 1938, quedando facultado para celebrar los contratos que sean necesarios, sobre la base de estas apropiaciones.
