Art. 4.° El Poder Ejecutivo procederá a dictar las providencias conducentes a fin que la variacion i mejora de las enunciadas vias públicas.se lleven a cabo dentro del mas breve término posible, bien por el sistema de administracion o bien por el de contratos, disponiendo espresamente se construyan puentes sobre los riachuelos de "Guantiva," "Desaguadero" i "Güiña," en la primera vía; para todo lo cual se pondrá de acuerdo con el Gobierno del respectivo Estado.
