Art. 1.° Apruébase el convenio ad referéndum celebrado en Lóndres, el 18 de diciembre de 1873, entre el Ministro Plenipotenciario de la República, por una parte, i el señor Hide Clarke, Secretario del Comité de tenedores de bonos estranjeros, por otra ; en cuyo convenio se modifican las cláusulas VII, VII, IX, XIII i XIV del convenio de 1.° de enero de 1873, sobre arreglo de la antigua deuda esterior de Colombia.
