º . Ninguna autoridad podrá establecer o modificar el régimen salarial establecido en el presente decreto, en concordancia con lo establecido en los artículos 10 y 12 de la Ley 4º de 1992. Cualquier disposición en contrario carecerá de efectos y no creará derechos adquiridos.
