Exceptuando los ferrocarriles Ibagué-Armenia y Barbosa-Bucaramanga, el Gobierno podrá adelantar la ejecución de cualquiera de las obras ferroviarias decretadas por leyes preexistentes por medio de contratos de construcción por concesión parcial o total de los diversos sectores de tales obras, sujetando los contratos respectivos a los mismos requisitos y condiciones señalados en este Decreto para esa clase de convenios.
