Cuando por Muelles Privados se movilice carga que no vaya a ser o no haya sido elaborada o transformada en las instalaciones o factorías del propietario del muelle privado, se aplicará y cobrará íntegramente la tarifa de la Empresa Puertos de Colombia, como si tales cargamentos sé hubieran movilizado por las instalaciones de esta Empresa.
