º . Importadores. Solamente las Cooperativas inscritas en el Registro Unico Tributario, RUT, domiciliadas en el departamento de La Guajira, que cumplan las condiciones previstas en el numeral 1 del artículo 4º del Decreto 4650 de 2006, pueden efectuar importaciones de alimentos de consumo humano y animal con el beneficio de la exención del IVA establecido en el artículo 56 de la Ley 1111 de 2006. Para tal efecto deberán presentar una Declaración de Importación Simplificada bajo la modalidad de franquicia y las mercancías así importadas quedarán en restringida disposición dentro del territorio del departamento.
