Vinculación Preferente. Cuando el Ministerio de Minas y Energía otorgare títulos para explorar o explotar dentro de las zonas mineras indígenas, a personas ajenas a la comunidad o grupo indígena, deberá señalar en el título respectivo, la obligación que tiene el beneficiario, de vincular preferentemente, a sus trabajos y obras, a los miembros de la comunidad o grupo indígena, así como brindarles la capacitación requerida para hacer efectiva dicha vinculación.
