El Ministerio del Interior establecerá y propiciará el desarrollo de espacios para la participación de la sociedad civil en la identificación, el análisis y la gestión del riesgo. Los espacios de participación establecerán mecanismos que privilegien la participación directa de las organizaciones sociales de base.
