Mientras se establece vía férrea o cable aéreo que comunique los Departamentos Norte de Santander y Santander con el rio Magdalena, facultase al Gobierno para bajar el precio de la sal que se destine al consumo de aquellos Departamentos. El Gobierno dictara las providencias necesarias para impedir que se lleve a otras regiones la sal que se destine a los Departamentos mencionados.
