Iniciativa . El Ministerio de Educación Nacional tendrá la potestad para celebrar acuerdos de desempeño con las entidades territoriales certificadas en educación y/o con los establecimientos educativos. Para tal efecto, abrirá convocatorias en las cuales establecerá, entre otras, las condiciones mínimas de los acuerdos de desempeño, así como los requisitos que deberán cumplir las entidades territoriales certificadas en educación y los establecimientos educativos.
