El Gobierno queda autorizado ampliamente para hacer las apropiaciones necesarias para el fin cumplimiento de esta Ley, haciendo los traslados presupuestales que fueren necesarios en las próximas vigencias, en caso de que le Congreso no hiciere las apropiaciones correspondientes.
