Si la Comisión decidiere discutir el proyecto en primer debate o no se devloviere (sic) dentro del término fijado en el artículo anterior, continuará el curso reglamentario, y una vez cerrado el primer debate, el Presidente lo pasará a un nuevo ponente para que revise el proyecto y redacte el informe para el segundo debate en la Cámara.
