Si en el lugar en donde el hecho se ha ejecutado no hay funcionario competente, el jefe militar iniciará como funcionario de instrucción la investigación correspondiente, o comisionará a un oficial para que lo haga, dando aviso a la Inspección General de las Fuerzas Militares, por conducto regular.
