Articulo 3.º La Dirección del Ministerio corresponded al Ministro, quien la ejercerá con la inmediata colaboración del Secretario General y del Director. El Ministro será la primera autoridad administrativa y técnica. El Secretario General será un funcionario de libre nombramiento y remoción del Gobierno y desempeñara las funciones que adelante se señalan. El Director será un empleado perteneciente a la Carrera Administrativa y desempeñará las funciones técnicas y administrativas que adelante se señalan.
