Art. 1°. El personal administrativo para cada uno de los siete nuevos Departamentos será: Un Gobernador y su Secretario general, cuyo sueldo será señalado por el Ministro de Gobierno; Un Inspector Fiscal y un Director de Instrucción Pública, cuyos sueldos y funciones serán señalados por los Ministros respectivos; y Los empleados subalternos que determine el Gobierno.
