Artículo quinto. El Contralor General de la República procederá, de oficio, a cancelar todo saldo disponible de reservas globales y de depósitos constituidos a favor o en los Fondos Rotatorios, que no correspondan a pasivos u obligaciones adquiridos y perfeccionados legalmente, antes del 1° de enero de 1960, sin perjuicio de las cancelaciones que debe efectuar conforme a las disposiciones del Decreto legislativo número 00164 de 1950, debiendo dar aviso de su actuación tanto al Ministerio o Departamento Administrativo interesado, como a la dirección del Presupuesto.
