Autorizase al Poder Ejecutivo para reducir al presupuesto de gastos en una suma que no pase de tres millones de pesos. Dentro de este radio el Gobierno podrá reorganizar las oficinas públicas del orden administrativo; suprimir, a su juicio, los empleos que considere inútiles, y crear aquellos que sean necesarios para llevar a efecto las economías que se buscan por la presente Ley
