Apropiación de recursos para el ascenso. Las entidades territoriales certificadas en educación deberán apropiar los recursos correspondientes para el ascenso de grado o la reubicación de nivel salarial. En caso de que los recursos presupuestales resultaren insuficientes, la entidad territorial deberá apropiar dichos recursos en la siguiente vigencia fiscal y proceder al pago del ascenso de grado o la reubicación de nivel salarial con los efectos fiscales definidos en la presente sección transitoria.
