Cuando la necesidad lo exija, podrán ordenarse por el Ministerio de Fomento gastos por vía de anticipación, pero deberá solicitarse la legalización dentro de los primeros diez días del mes siguiente al en que se haga el pago, según se dispone en el artículo 102 del citado decreto.
