º. Ninguna autoridad podrá establecer o modificar el régimen salarial o prestacional estatuído por las normas del presente Decreto, en concordancia con lo establecido en el artículo 10 de la Ley 4º de 1992. Cualquier disposición en contrario carecerá de todo efecto y no creará derechos adquiridos.
