Artículo veintitrés. El "Fondo para el Transporte en el Distrito Especial de Bogotá", con personería jurídica concedida por ministerio de la Ley 15 de 1959, será manejado por la Junta Administradora creada en dicha Ley, y su representación estará a cargo de un Gerente nombrado por el Presidente de la República, de terna enviada por la mencionada Junta, y cuya remuneración será de $2.000.00 mensuales. La fiscalización del Fondo corresponde a un Auditor nombrado por la Contraloría General de la República.
