Art 3.° Una vez trazada la vía y presentados y aprobados por el Gobierno los planos respectivos, se dará principio a la apertura del camino, ya sea administrativamente o por contrato. El Gobierno podrá delegar sus facultades al Gobernador del Departamento de Panamá, para que efectué el expresado contrato, mediante las obligaciones que fije en el peligro de cargos y con el objeto de que vigile el fiel cumplimiento de ellas.
