Concédese amnistía a los colombianos, autores o partícipes de hechos que constituyan rebelión, sedición o asonada, y delitos conexos con los anteriores, cometidos antes de la vigencia de la presente Ley. La amnistía no comprende los casos en que los delitos de rebelión, sedición o asonada, fueren conexos con el secuestro, la extorsión, el homicidio cometido fuera de combate, el incendio, el envenenamiento de fuentes o depósitos de agua, y, en general, con actos de ferocidad o barbarie.
