Queda reformada en estos términos la lei 2,ª parte 5,ª tratado 1.º de la Recopilacion Granadina; i derogados el artículo 1.º del decreto del presidente provisorio de los Estados Unidos de Colombia, fecha 31 de octubre de 1861, aclaratoria de algunas disposiciones respecto de tierras baldías, i todas las demas disposiciones sobre la materia, contrarias a la presente lei.
