Art. 2.º Las libranzas que se expidan por los Administradores principales y subalternos de Correos ó por los Agentes postales, por las encomiendas que giren por los correos nacionales, no se extenderán en papel sellado como se dispone en los incisos 3.º del artículo 3.º y 8.º del artículo 4.º del mencionado decreto, sino en papel con estampilla de la clase que le corresponda, según su valor, haciéndose extensiva á estos documentos la disposición contenida en el artículo 17 del mismo decreto.
