Autorizase al Gobierno para celebrar una operación de crédito con entidades bancarias nacionales o extranjeras hasta por la cantidad de treinta y cinco millones de pesos ($35.000.000.00), garantizado con el aumento del importe sobre consumo de gasolina, en las condiciones de plazo, interés y demás que acuerde el gobierno con las entidades prestamistas.

Parágrafo

Si la operación de crédito la celebrare el Gobierno con el Banco de la República, queda ampliamente facultado dicho banco para realizarla.
