El presupuesto ejecutado en el rubro de horas extras de 1995 por cada uno de los Fondos Educativos Regionales, no podrá superar en más del diecinueve por ciento (19%) al ejecutado en 1994, bajo la responsabilidad del Representante del Ministro de Educación Nacional ante entidad territorial. Su incumplimiento será causal de mala conducta, tanto para este funcionario como para los miembros de las Juntas Administradoras de los Fondos Educativos Regionales.
