Vigencia y derogatorias . El presente decreto rige a partir de la fecha de su publicación, modifica y deroga todas las disposiciones que le sean contrarias y en especial los Decretos 2916 del 31 de diciembre de 1991, 1693 del 2 de octubre de 1995 y el numeral 18 del artículo 1º del Decreto 404 de 1996.
