Artículo segundo. Queda a juicio del expresado Ministerio determinar qué funcionarios pueden quedar comprendidos dentro de la excepción consagrada en el presente Decreto, es decir cuáles no deben hacer uso de vacaciones, por exigirlo así las funciones técnicas o de responsabilidad y confianza que desempeñan.
