Esta Ley rige a partir de la fecha de su publicación y deroga las disposiciones que le sean contrarias, en especial el numeral 8 del artículo 10 del Decreto 2171 de 1992 y el artículo 110 del mismo decreto y los artículos 19 y 22 del Decreto 2132 de 1992.
