Los contratos de empréstitos celebrados con arreglo al procedimiento previsto en este Decreto se perfeccionaran mediante su publicación en el DIARIO OFICIAL requisito que se entiende cumplido en la fecha de pago de los derechos correspondientes a de la orden impartida por el Ministerio de Hacienda y Crédito Público.
