Art. 4. ° Autorízase al Gobierno para arrendar hasta por diez años, en licitación pública, la renta de tabaco; ó sin esa formalidad y sin necesidad de aprobación legislativa, hasta por treinta años, si así lo creyere conveniente y si el arrendatarío diere anualmente por la renta dos millones quinientos mil pesos en oro ($ 2.500,000), por lo menos.

Autorízase igualmente al Gobierno para enajenar en licitación pública, hasta por veinticinco años, el monopolio de la fabricación, importación y venta de cigarrillos y cigarros de producción extranjera.
