º . Modifícase el artículo 3º del Decreto 2331 de 2001, el cual quedará así: " Artículo 3º . Usuarios . Podrán ser usuarios de un Sistema Especial de Importación-Exportación para Exportación de Servicios las personas jurídicas, incluyendo Consorcios y Uniones Temporales de Obras Públicas, que presenten un proyecto para exportación de servicios y que se encuentren inscritas en el Registro Unico Tributario como usuario aduanero en calidad de exportador de servicios y que la actividad económica principal -la que reporta mayores ingresos- conforme a la clasificación industrial internacional uniforme "CIIU" 3.1 adaptada para Colombia, corresponda a algunas de las relacionadas en el artículo 5º de este decreto".
